Deactivated an apple watch

I deactivated an Apple Watch that was completely paid off, and hasn’t been used in months. During the same time frame I added my daughter to my plan (traded in her device) as well as got her a Samsung watch. (It was a promo to trade in phone and get the s23 and watch together deal.) I also recently upgraded two other phones through trade in.  I am now getting a text stating that since I deactivated the unused Apple Watch, the promo credits for my daughters line won’t Apply? How does that make sense? I obviously expanded my use of my lines, and the only thing I removed was the Apple Watch.
