galaxy watch 5 wont' number sync

I have had the watch 5 since april and can't get it to correctly number sync. It is currently connected by bluetooth but i pay for a mobile plan. a little back story, this is actually my 2nd watch 5. ATT sent me a new one the other day and its still doing the same thing. I am not getting text or calls. I have updated software, checked all the notifications, reinstalled the wearable app, reset the watch etc. the below screen shot is what i am seeing. i've also called ATT multiple times. I just dont understand what I am doing wrong????? Anyone else have this issue?

Have you created an access ID for your postpaid phone line? This is especially important if you are not the account owner, but a secondary user on the account. You have to create your own access ID for your phone number

If you are the account owner and maybe the only phone on the account, change your login information. From your user ID select a new alpha and numeric password.

Make sure numbersync shows as a feature on your phone line.

Then make sure you are using the correct Samsung wear app not the Google app..  

You will have to factory reset the watch and start over with the Samsung wear app. Carefully follow the directions.

This has to be att issues. I have the watch 5 pro and same issues. My son has 24 ultra and watch 6  and no issues at all. He is with tmobile though.
