no cellular data on apple watch

i received an apple watch as a gift and the person is being billed for the watch.  I've set up the watch through my iphone account at at&t and everything works except the cellular.  I can not see the device on my at&t account because its being billed on another at&t account. Several visits and phone calls to at&t have not resolved the issue.  Error code EDS 4041 received after several attempts to fix.

Sounds like your Apple Watch needs to be linked to the primary account holder because that's who's paying for the phone line of the watch.  Otherwise, you'll just be able to connect to your iPhone with BT like the GPS only version.

If you add the watch line to your account, and link the watch, it will work. But you have to pay the $10+ taxes etc for the line.
