Stand alone Apple Watch SE with cellular plan not receiving calls

My daughter has an Apple Watch SE with a cellular plan (no cell phone). All of a sudden, her watch is not receiving or now making calls. It started with it not receiving calls but being able to make outgoing calls. I did some research and basically found no answers except to restart the watch. After doing that, she now can’t make outgoing calls either. She is connected to cellular and wifi. Texts are coming through and going out and all other data is working on cellular only (and of course with wifi).

It may be a carrier issue, but it is not a carrier device. Please troubleshoot with Apple first.  

If Apple doesn't find anything wrong with the watch, then ask at&t.

Thank you, @formerlyknownas!

I reached out to Apple support and doing a hard restart seemed to solve the issue. I also noticed she had power save mode on. Their school has horrible cell reception, so I think that was draining her battery during the school day. I don’t know if that mattered at all but turning that off and hard restart did the trick.
