Are you having problems with the process, or is the problem that either the account holder or the person trying to get their own account won’t agree? AT&T can’t force someone to accept a TOBR. Also, the person getting their own account has to be qualify for their own account.

You're going to have to provide a little more information for us to figure out what it is that's blocking your path.
Especially if the transfer is from a business to personal and your intention is to accept responsibility, but not with AT&T.
Or if you are prepaid. There's no transfer of billing responsibility possible for prepaid
