AT&T Switch/Server 71.157.120.38 in Redmond, WA has been at 70%+ Packet loss for more than 24h

I've tried every method possible without success; nobody in support can help and I've wasted hours trying to report this issue. MTR shows the AT&T owned server in Redmond, WA with the IP of 71.157.120.38 at 70%+ packet loss. Two AT&T employees have confirmed this but have said "we don't know how to report this".

 

This needs to be fixed ASAP. It's quite disturbing this Switch/Router/Server has gone unfixed for this long and there's no viable way to report it

I sent you everything you should need. Note I first reported this problem on Friday. I just checked and the same problem persists this morning with that switch/server having ~80% packet loss.
