how can they close a ticket when there is still an outage?

Fiber optic went down at like noon here, called before 1pm to report the outage. Was told it affected 8 people and would be fixed by 10pm. I check the outages later in the day and online says no outages in my area but it's still out and the history shows: Most recent outage: 06/24/2024

Packet loss every 24 hrs and 1 minute
