Constant buffering on my Samsung 55" Ultra4k TV

I have U300 TV and Internet 100. My Samsung TV constantly buffers, and I cannot watch anything on any of my apps. I cannot even listen to Sirius without constant buffering. In addition, my Samsung S6 cell phone will mot stay connected via Wi-Fi. Sometimes if I restart it connects, but other times I get the authentication error message. My cell has no connectivity issues on any other Wi-Fi. My TV has had this same issue since it was connected to AT&T. My tech suggested restarting the system, which I have done twice, with no result. I read a couple of blogs and have changed my DNS setting to 8.8.8.8 and 4.2.2.1, with no result. I am paying for a service I have never had with my TV and am beyond frustrated. I had ZERO problems with Xfinity, but bought a house in a subdivision that has not contracted with them. Someone PLEASE have a solution for me.

An update to my 27 Dec post:

I received the reply from AT&T customer support to send them a private message detailing the issues I am having and that they would help me.  I did send them a reply about 2 weeks ago and.....crickets.  No response. 

 

I was on the AT&T site Sunday (14 Jan) in a chat with a couple of customer service folks and one of them said that he had scheduled a technician to call me the following day at 7:30 PM (I was out of the state during the chat and would be home on the 15th).  I did not receive a call and now am beginning to wonder at my choice of AT&T.  If this is representative of their customer support, then perhaps I should be looking elsewhere for a new cable/internet provider.
