Fiber Internet Issues

For the last three weeks, AT&T continues to have several issues and supposed outages. All of my neighbors, who also have fiber, say they have no issues with their internet and it works fine. I called AT&T and the representative said I had a modem issue, so they sent a replacement. I tried to set it up, but it failed repeatedly. I called again and the representative scheduled a technician to come to the house because they believed the issue stems from the fiber drop and/or line and was not a hardware issue. Half an hour after that phone call, I received a text from AT&T saying because of an "outage", a technician would not be coming and that they would reschedule a time once the "outage" is fixed. 

Is there a way to get AT&T to come to my house anyways? I currently get 900+ down and only 1-2 up. I have run ethernet from the current modem and my speeds are 900+ down and 30-40, but the internet will still not work. I went to the modem settings and it says port 1 and port 2 are down. I, as well as my roommate, mainly work from home and have not had a consistent internet connection, so I would like to get this fixed ASAP before I switch ISPs. I have never had an issue with AT&T and have been with them for several years now. 

If you think my issue lies elsewhere, please feel free to make any recommendations.

What do you mean by the internet will still not work?

You can check for an outage on this page: https://www.att.com/outage and use the Blue Sign in button on the upper right side of the web page to get specific details on your connection and even modem status if a connection is active.

The normal state for LAN Ports is to show down when no device is powered on and attached to a Port. Are you using Ethernet cables on Port 1 & 2?
