Giga Power Slow and choppy connectivity [Cumming GA]

I have been noticing that at night when I get home my internet is incredibly slow, my Ethernet connection s choppy and my Wi-Fi is almost unusable. When I first started using this service, I was getting excellent connectivity. My pings were at 2ms on my desktop all the time. Now I am getting 4ms during the day and between 7ms and 20ms at night. I had a tech come out in July and swap out my gateway, even though I knew it would not make a difference, but he insisted. The issue is still a norm in my home, and it has gotten to the point that I am ready to swap back over to Comcast if the problem continues.
This slowness appears to be a network congestion issues during the evening, and ATT needs to look into expanding their capacity if they are going to provide services at this high of a tier.

 

Things I have done to this point;
Swapped out Gateway
Changed out Router
Added repeaters over Ethernet
swapped out Switches

Does the issue occur if you bring everything back to basic, meaning only checking with 1 device directly connect to the router with the wireless disabled on the router. This way you have the bare minimal to narrow the issue down. I have disconnected all devices from the network and tested streaming
service like Hulu and the connection is still bad. Like I said in the
daytime, everything works fine, it's not until the evening that this issue
starts to pop up. I only use the 5GHz radio when I am on Wi-Fi and only
have a couple of other devices near me, so I know it's not interference
over the air. This seems more like an external network issue.

From what you just posted you are only testing on wireless, With wireless internferece are from anything in the area, and not always within your home where the interference is coming from. This is the reason why I asked if you took it down to basic and test with just 1 wired device with the wireless disabled to see if the issue is still present.

No, not just a wireless issue, I see this on my hard wired PC as well. The
wireless example was so I could get the speculation that it is an
interference issue around my home. Also, the 5 GHz channel that I use only
has one other AP near me and since 5GHz does not overlap on the channels
like 2.4GHz it is highly unlikely that it is interference on over the air.
My AP is the Kids-WiFi

I have also used MetaGeeks Channelizer tool in the past to get a snapshot
of my home and the 5GHz band has almost 0 traffic even at peak times.
