So...I cannot limit the # of times it rings or that it requires callers to use an access code, yet I am billed.

Do you have a POTS line? That would be listed as a separate account from Uverse platform internet account... no combined billing with POTS.

How many times it rings should have nothing to do with whether or not your billed.
