Issues with Public IP4 address

I'm having some trouble with my internet and want to change my Public IP4 address for my Gateway but I can't figure out how to do this. When I check on whatismyip.com the IP address shown for all devices are all the same. How can I have it so that the IP address of my device is what shows as the public IP address (for example, what a website or a server sees as my IP address and not the IP of my Gateway?)

You can't unless you purchased a Public IP Block of addresses.

You only have 1 Public IP4 address which is assigned to your AT&T Gateway and all your LAN devices are local and the default range is 192.168.1.1 with the local LAN Gateway address of 192.168.1.254.

Because of my internet issues, I asked ATT to replace my Gateway, which I installed with the self install guide that was included. Is there a way that ATT can change the public IP of my new Gateway or do I still have to purchase a public IP block?

Your AT&T Gateway's router IP is not tied to a specific Gateway Model/Serial Number.

Technically Yes but they will not change it just because you ask them for a new IP. Why do you want or need to change your IP address? They will need a reason that meets their guidelines.

You have one public address, all devices behind the ATT Gateway use non routable IPV4 addresses.  If your gateway is used in passthrough mode, it will pass that public ip to your own router, but all other devices will still use NAT (Network Address Translation)  so all devices appear to the outside world as having the same address as the router or gateway.  The only way around this is to procure a block of public addresses, and do some complex setup.  If you merely wish to be able to access one of the devices on your network, that can be done using a Coudflare service.
