YouTube low bitrate

So I have AT&T fiber in Edmond, Oklahoma and have been having buffering issues with YouTube randomly. After my troubleshooting I believe it may be a routing issue. 

 

The top server route I have no issues with but the bottom one only gets around 500Kbps. Multiple speed test prove my connection is over 800Mbps.

I live in Yukon OK. Been happening to me since I switched to AT&T Fiber from Cox a couple of months ago. I'm sitting here Sunday morning tying to watch a youtube video and it won't go above 240p, with a FIBER CONNECTION. I hate it. I'm giving it another week and then I'm paying the cancellation fee and going back to Cox. AT&T customer service has been the most incompetent group I've ever dealt with.
