ATT fiber installed but cannot be activated

Hey all! So i recently moved into a newly built apartment, and turns out that they installed ATT fiber equipment for the complex. Essentially everything necessary to activate fiber was installed, and all that was required was ATT tech to hook up fiber to the apartment and start the service. Whenever calling ATT, however, they sent out a tech to verify that fiber is indeed available. The tech came to the conclusion that it is not possible, despite fiber wires being installed. Even the apartment's office had business fiber installed. I located the terminal for the apartment building, and would greatly appreciate some help regarding why this would be happening. Why would they install fiber wires when the service is not possible? If it was still under construction, i would think they would at least inform me that it is being worked on, but aparently the tech gave a very detailed report on why it isnt available (although i was unable to read it).

How many buildings in the complex?

Your unit is not in the same building as the office?

Is anyone else in your building have active service?

Some possibilities....

* missing fiber splitter at PFP to add more accounts.  Each splitter supports limited connection, if first splitter is full and your assigned to the next splitter which is not installed or has been installed and not activated. 

* Issue with fiber cable from PFP to terminal for building

* issue with fiber from your unit to the terminal

Note three different problems that involve three different work groups.

Depending on issue determines which work group is needed.
