AT&T fiber service installed everywhere around me

My entire development has fiber service except for the first 5 streets that were built when my development opened. I am a corner lot and AT&T fiber lines were literally installed in my parkway less than 15 feet from my house. You provided service to every new house built including the elementary school. You installed fiber in phase 1,2 and 3 minus half of my street. across the road another development is being built with about 10,000 homes and apartments. Fiber is already planned without a single resident moving in. AT&T was happy to bring fiber EVERYWHERE around my house and decided to not do it for my street. The green boxes are all over my neighborhood and the best I can get is "fill out the inform me when its available" response. Its been 10 years. ATA&T missed the bullseye center of my development but provided service to everyone else. I understand being on the edge of service range or wrong side of a border but in this case it takes effort to go around my streets. You seem to have no urgency to complete the job but are happy to be right across the road at a new development. What would it take for you to complete my development? I've waited a decade patiently and feel you have no plans to ever finish.

Are you saying you do not have ANY ATT internet service availability?

There are many subdivisions I am aware of where initial phase(s) are Uverse FTTN (pre 2015) while later phases (post 2015) are fiber. You state waiting for 10 years which would be 2011-2013 time frame and this was FTTN deployment (2006-2015). 

Not to say never will be upgraded (before 2030) but there are limited budget, labor and materials to build/upgrade fiber at rate of 3 million locations each year within 100+ markets in 21 states. If there is a great deal of new construction happening in your area that is consuming the local budget and receiving fiber. Upgrades happen after new construction needs are meet.

I have AT&T service. buts its really bad and suffers ping spikes that are upwards of 2000ms

As far as fiber they just built all around a few streets in the center of my development. At that time this was all new contruction. They placed lines in my parkway and were installing the boxes along every street and suddently stopped  they brought service to most of the  houses but skipped a few streets. its literally North, South, East and West of me. Its very frustrating. they seem to have plenty of budget to build everywhere else. I'm in one of the fastest growing cities in the country. When you pass up streets like this its apparent there is no intention to ever come back and deal with it. I suppose my only option is to go to another provider.
