Availability of AT&T Fiber Internet in my area
If another fiber optics Internet provider installs their fiber optics in at least 60% of my neighborhood before AT&T Fiber Internet comes to my neighborhood, will there ever be a chance to get AT&T Fiber Internet at my house or will AT&T likely skip my neighborhood since they wouldn't be able to get as many customers?

Nobody can answer that question. Att never discloses when or where fiber will be deployed. Often where they decide to deploy it makes no sense to customers.
