Can I request ATT fiber internet be wired to the community without support from HOA?

Right now, I am on a Comcast plan but because I am not on a contract, the prices are very expensive, but I do not want to lock myself to a Comcast contract because I hate their customer service. I've been looking into ATT fiber prices and they are much more affordable than Comcast, even for much higher internet speeds.

Is there a way I can contact ATT directly to install fiber into my community? There are well over 100 properties under my HOA jurisdiction, and I know that multiple people have ATT internet serviced to them. I live in a private neighborhood.
