How to request a quote for fiber install
Does anyone know how to contact a human to request a quote for a fiber install? My entire neighborhood has fiber with the exception of about 10 houses on one side of a street, at one point an AT&T rep told me it was available, signed me up, the tech showed up and said it hasn't been brought to our side and that he would contact "engineering". I heard from AT&T exactly one time after that when I called, gave them my ticket number, and asked for an update; the person on the other side said no notes had been added and the next day when I logged in to see if I could find anything my order was cancelled.
I eventually went to sign up for their DSL service but it turns out they no longer offer that at my address anymore either. I get it is expensive to run another 100' but I just want to know who I need to call/talk to.
As my previous thread was closed due to me commenting on other (similar) posts I promise not to participate in other threads?

You could call the business number
844.844.0542
That would get you a dedicated fiber quote to your home only. Ridiculously expensive and not what you want
Other than that, there is nothing you can do besides filing a BBB complaint. You will get a call from Att that will tell you there are no plans to add fiber to those houses.
Maybe you will get lucky and Att will add fiber to those houses.
Moving to an address that has fiber is your only way to get fiber right now.
Go here to check availability of specific addresses.

If ATT Uverse hybrid internet is not available nor FTTP then check to see if ATT AIR is an option. This FWA cellular service is fiber to the tower similar to FWA offerings from T-Mobile and Verizon.

Sadly, AT&T no longer offers anything on our side of the street (ATT AIR included). Thank you kindly for your suggestion though.
If I managed to track down a phone number/email/website for installation requests I'll post back.
Edit: Editing to add that after speaking with a person on the residential sales side of the house, he said every call they get that does not result in a sale due to availability is flagged for review, I don't know if it has to hit a certain threshold but the impression I got from the conversation is to keep calling and get any neighbors without service to call. I really wish I could do it online without having to waste a salespersons time, but I guess a webform would be abused.

call 800-288-2020. Request an address validation. Then wait.
