New construction home

Help please ... we are moving our new construction home in 3 weeks.. This is a well established neighborhood and there are homes in place with ATT service on both sides of our home. ATT few months ago even laid the fiber on the street.

When I tried to setup ATT service, it shows up as not available for the address. It does how up when I switch to business account ! 

The address is on google maps. We have not registered (Edited per community guidelines) post office yet. Calling the number to setup a service is not helping .. any suggestions please. I work from home and this would be a big issue for me ...
