Your area was part of US West when Ma Bell was broken up by the US government around 1984. US West merged to become Qwest which was later purchased by CenturyLink aka Lumen after name change. Therefore need to submit request to Lumen for direct fiber service. 

ATT does have fiber to cell towers and has started offering ATT AIR to select markets along with other FWA providers. 

ATT AIR at 3rd q 2023 report was in 30+ markets with over 25,000 subscribers with expansion for at least next 2 years.
