Has Fed Universal Service Fee gone up 1500% this month?

I switched from copper to VOIP and on my first bill for the "new" service my Federal Universal Service Charge/Fee went from $2.25 to $31.78 which is higher than the $24.99 phone charge! Is this normal for VOIP home phone? It basically ate up all the savings we were told we'd have by switching from copper. I called AT&T to see if perhaps the decimal point was input wrong and the rep said they have no control of what it is and can't change it or correct it--essentially it is what it is. He thought it might go down once our $33 a month installation charge drops off after three months, but it still doesn't make sense.

The Federal Universal Service Charge on my bill is $7.53.  I have VOIP and am in Texas.  🤷‍♀️
