Land line fone plans for zip code 40342

Just curious, since my apartment fone line is being used for AT&T internet, if there is a land line plan that doesn't cost both arms so I can connect my emergency button in case I need 911. I use my cell fone for calling and frequently internet when 9n the go. I don't plan to make outgoing calls, just press my button if/as needed.
