Router light for VOIP blinking green ("In-use") but the phone is NOT IN USE

I have no dial tone on my VOIP line.  On my BGW210 router, the Phone light is blinking green indicating "in-use" however the phone is not in use.  No dial tone when you pick up the phone.  When I call the number, it goes straight to voice mail as if I was on the phone.  I have re-set the router and checked all of my connections.  Anything I've missed?  Thank you in advance.

Does it still indicate a busy with nothing plugged in? If so and a reset doesn't fix it your gateway may be bad or the trouble is on the switch end. Either way you'll need to call customer service

Single phone plugged directly into back of the gateway? Or cord from gateway going into wall (home wiring)?

I have seen dust build up on unused wall connection(s) that give an in line use error as well as issue with home security system.

If into wall unplug the wall connector,  is light still blinking? If no, issue is inside home, can call to schedule a repair ($99) or move your phone to the gateway location.

Thank you for the quick replies!

Single phone.  Cord from gateway goes into wall.  And then wall phone jack to desk phone.  I unplugged the wall connector and the light is still blinking.  I'm thinking I'll need to call customer service.
