Unable to unlock iPhone - IMEI doesn't match an AT&T device

Hello, im in a similar situation as discussed in this post:

I am trying to unlock an old iPhone 11 that was given to me to use on another network, but it says:

The IMEI number you gave us doesn’t match an AT&T device

Here’s the info we have:

 

Device IMEI number: (Edited as per community guidelines)

 

Request number: (Edited as per community guidelines)

 

We can only unlock devices that are part of the AT&T network. Make sure you have the correct IMEI number and then submit a new request.

The phone does not accept any other sim card as it says

Activation Required

when inserted and says its carrier locked to ATT.
