Landline base works as a speakerphone but none of the handsets work.

My phones stopped working.   Model Number CLP99453/CLP99483  SN:TM700107566

Replaced Telephone Line Cord and phones worked again for 8 days and then stopped working again. “Out of Range Or no power at base” message on Handset.

After following all of the prompts in the troubleshooting guide,  I replaced the telephone base, the telephone line cord, and the power adapter for the telephone base.  At this point the base worked and I could call out and receive calls on the base only  --the cordless handset would not work other than show the “Out of Range Or no power at base” message.

I replaced the batteries in each of the handsets, and reset the telephone base,  but neither the base handset nor the  cordless handsets do not work and all show the “Out of Range Or no power at base” message.

If you've gone through the troubleshooting for that error and still haven't resolved the issue, my best guess is that the handset registration information has become lost or corrupted in either the base, the handset or both.  I would attempt to deregister the handset, and then go through the registration process.  You probably have the manual (since you say you followed the troubleshooting process), but in the event that you've set it aside, you can find it at

https://cdn-media-att.vtp-media.com/products/CLP/CLP99XX3/CLP99XX3_CIB_i8.0_20150506.pdf

You can find deregistration on virtual page 125 (PDF page 131) of the linked manual.  Registration is right before it in the manual.

Just to add a bit to what @JefferMC gave you. You said you replaced the base, so assuming you didn't replace the handsets, so they are still registered to the old base. You'll need to follow the processes for deregistering from the old base than re-register to the new base. If the process of deregistering and reregistering using the old and new bases doesn't work you'll need to force a deregister on all handset using one of the procedures in this link once you have them all deregistered than you can follow the normal process to reregister to the new base.

You'd use the old base to deregister (if it will work) and then register to the new base.  If you can't deregister with the old base, then you'd need to use one of the methods provided to force a deregister.

Hello spoom2, thank you for your response and the suggestions concerning deregistering/registering the handsets to the base.  Out of curiosity, should I use the old base to deregister and the new base to re-register or just use the new base for both.  Thanking you in advance for your consideration…

Thank you again spoom2 and JefferMC.  I will work on these suggestions this afternoon.
