AT&T Phone Equipment

There was an accident on 8/31/23 at my property when a box truck hit low hanging wires on an AT&T utility pole and the pole was ejected from the ground and hit 3 automobiles. I am the owner of the property where the utility pole was located and my chain link fence, gate and trees were demolished

so i just bought a new DL72319 phone. Im trying to get it to connect with my cell phone! The instructions provide no way of doing this! They tell you to scan a barcode to an app that no longer exists. there is nothing on the phone that will allow me to do this! So how do I even connect my cellphone?

There is an ATT splice box on the corner of our commercial property that has been knocked over, opened, with exposed wiring. the phone is receiving telephone calls, but nothing (base or handsets) is ringing. Phone company checked that; we’re okay, but not ringing.  We are receiving calls on landlines and those ring.  The cordless phone is not ringing.

I just moved into a house with this old box and cable and would like to remove them. The bigger cable has been cut on the end and appears to go to the power line in the front. The cable from the box is going to something on my roof. Can I just cut these cables and throw the box away?
