My entire land line is not allowing my phones to ring or my answering machines to pick up calls.
It's not a single faulty jack or the phone.

You don't say if you can call out or have dial tone. If this is a traditional landline plug a known working corded phone into the NID and if the problem still exist report it to the phone company. If this is U-verse try resetting your modem.

work, and the answering machine doesn't recognize that a call is incoming.

electrics meters but am not seeing anything related to the phones.
