Non digital fax machine

Without using WiFi , can AT&T provide a connection for a traditional fax machine

Using what service? The most reliable connection for a fax machine is a traditional landline. AT&T Phone digital service may work.

I want to have a connection for a traditional fax machine. I do not have access to the internet or WiFi . I do not have access to a digital phone line connection . Can AT&T provide service connecting this fax machine for use

One, fax machines aren't digital they are analog. Just what are you expecting to connect it to? There are wireless home phones that claim to support fax, but my experience is they are not real reliable. AT&T has a wireless home phone called AT&T Phone Advanced, there are others who also sell or re-sell wireless home phones. You need a good cell phone signal for any of them.

Just for your knowledge fax machines have several options for sending and receiving faxes without relying on traditional phone lines.
 
 1. Wi-Fi Enabled Fax Machines: These machines allow you to fax wirelessly using an internet             

           connection. Instead of a phone line, you rely on a wireless router.

 2. Other traditional way to use the fax is the fax machine itself still needs to be connected to an              active landline phone line.
 
 
If we need to use fax its mandate to have the AT&T phone line at the location which is active to use fax.
