tree branches weigh down phone lines 295 vine st 30601

2 large oak trees have branches dangerously weighing down phone/data lines (not power lines) at 295 vine st Athens ga 30606.  Georgia power says they are not their lines. please have someone look at them.  local tree service said they could not do it and told me to contact ATT.  thank you very much
