How do I disable having to dial 9 before I can dial a phone number. This against the law in Texas.

If you have to dial a 9 to get phone company dial tone you have some type of business service or phone system.

Not knowing what you have you'll need to contact whoever maintains your communications equipment, be it on premises or from the phone company. Also, just FYI it's not against the law for a business to dial 9 to get an outside line. This is the residential forum.
