Hearing impaired phone
Hello,
My mother has a hearing impaired phone and the technician that installed her phone told her she had to have the internet with the phone. I have checked and there are phones that doesn't have to have the internet to work. I'm going to have her cancel her internet as this is just another bill she doesn't need on a set income. Please contact me if she doesn't have to have the internet.

No one is going to call you as a result of your post. ATThelp may reply asking to meet you in a DM or may provide information, but that's the only official response; it won't be a phone call.
It will be hard to get AT&T (or any telephone company) to give you home phone service without an Internet connection at this point. They do not want to run POTS lines any more. They will, but it will be difficult. Almost everyone wants to sell you VOIP of some form.

Google Caption Phone, there are a few that don't require internet, but they require the caller to call a special number than enter your number. CapTel 840 captioned telephone is one that claims to not need internet, I'm sure there's others. CapTel website
