Office phone #2 won't ring while office phone #1 is already in use
I'm trying to set up 2 office phones and while phone 1 is in use and someone else calls phone 2 won't ring it just produces a busy signal.

Make and model of phone? If phone one and two are on the same line it won't ring. Business or residential service?

They are on the same line. It was working before evrything was unplugged for a remodel and now i cant get it back.

OK define "in use" if you're talking on phone one and another call comes in on the same line phone two will not ring. If you have call waiting the caller will hear a ring audible and you should hear a couple beeps.

I have a second line for the second phone but it won't switch to the second line.

That's a totally different scenario. Since this isn't a two line phone the two phones have to be plugged into separate lines and assigned separate numbers. If you have hunting on your two lines, where if one is busy it hunts to the other line that is controlled by your carrier, not your phone.
