Call cannot be completed due to "heavy calling"

For about the past week, every time I try to make an outbound call (regardless of distance), I get an automated message that states, "We're sorry, due to heavy calling, we cannot complete your call at this time."  I can still receive inbound calls.

What service are you using and is this all calls local and long distance? What make and model of phone?
