Can I take care of this unburied cable myself?

I have called the unburied cable number over and over I have talked to 3 different people now. They then transfer me over to someone else and they tell me they’re gonna send someone out and no one shows. I had first called last week, and I have explained to them that I have an event coming up this weekend. It’s a tripping hazard. It looks like it goes to an old landline so I’m wondering if we can’t just cut it?
