Does AT&T still have exclusive use of cabling?
My condominium community was built in 1999. Each building has 3 or 5 units. There are telco pedestals throughout the common areas and demarcs behind small outdoor panels for each building. We are too far away from the CO for decent DSL service, and obviously landlines are nearly extinct. Nearly all of it appears to be unused. Can some of the unused and abandoned conduit and cabling that is totally inside a private community be repurposed? Or does AT&T actually still own and control this infrastructure?

Hey @pins4ever, we understand that you have concerns with cable usage, we’re here to help.
The old copper lines that handled phone service for years are now being replaced by fiber. AT&T has already stopped offering DSL to new customers and instead only selling fiber.
We recommend you to check on Report unburied cables, exposed wires, or downed lines.
Call our Buried Wire Center at 800.924.9420 Monday through Friday between 8:00 a.m. and 6 p.m. ET
Please note: Some utility companies mark or paint their lines. If you see a marked line with an exposed cable or wire, and it doesn’t say AT&T, be sure to report it directly to that company.

If the wiring you are referring to is on the building side of the DEMARC than it belongs to the building's owners. The lines coming in from the outside that feed the inside wires belong to AT&T. You can do anything you wish with the wiring on your side.
