Home Landlines have been out over a month

I have 5 landline phone lines at my home. For the last month, only 1 line works but with static on both incoming and outgoing calls for both sides. The first time I called customer service they said that they would be running tests remotely. They called me back to say that they would be able to fix it from their central office. Nothing was fixed. The next time I called they gave me a window of 3 days for a service call. No one came and the next time I called to check the status they said that the ticket had been closed. I had to open a new ticket and they gave me another time window (2 days) that service would be done. No one showed up, I never received a call or text and no one followed up. I called back the following day and they said they would set up a new service call for five days later on a Thursday. On that day I got a text that the tech had been dispatched on the ticket at 10:30am. I called the day of scheduled service at 5pm to check on the status and they said someone was dispatched on the ticket but could not give me an ETA or let me know when I should expect them to arrive. I once again stayed at home all day and no one ever showed up.

I then called AT&T the next day (Friday) and they said that the service call was missed so someone would definitely be there that same day because they had to submit some kind of specific report due to the missed service the day before. I asked to speak with a supervisor and the woman that spoke with me was the rudest, most unhelpful person I've ever encountered in the customer service industry. She basically said that she could not give me any additional information or give me an idea of when this would be resolved.  No one came to the house, no call or text and nothing was fixed. For what it's worth all the other people I'd spoken with had been very understanding, apologetic and for the most part provided as much information as they had.

I called on Monday and they said someone was actively working on the main line that runs to the house and that if they need access to the house they would call. No one called/texted or came to the house. I called again on Tuesday (today) and they said that they were not able to complete the service call because they needed access to the house. No one had called/texted or showed up to the house, but they claimed that because they could not get access they could not complete the call. Then they said that the soonest they could come back would be 6 days later.

I have called AT&T over 10 times in the last month, been told that a tech would show up 5 times and they never did. Each time after a no-show I've had to call in myself in order to request another technician despite the representatives saying that the system shows that the service was not completed. My alarm system is connected to my landline so I have not been able to set my alarm for over a month. I am truly at a loss for words and do not understand how a business can operate this way.

If using normal channels provided by AT&T isn't working file an FCC complaint. 1 line somewhat working out of 5 isn't great and I wouldn't call a line with static working. Why in the world do you have 5 residential lines? I'd look into multiline VoIP ATA's (analog telephone adaptor) Ooma and Vonage both offer them for small business and they'd be much cheaper that 5 POTS lines.

Thank you for the advice. I've just submitted a FCC complaint. One of the lines is dedicated to the alarm system which requires a POTS line to operate. One is a fax line. I live in the hills and cell phone service is extremely unreliable there. Are the options you listed affected by poor cell reception?

No, they are VoIP services that plug into your router, you do need a decent Internet connection. AT&T makes a multi-line ATA for business, but I'm sure it would be more expensive than the two listed, and I'm sure there're others. As far as your alarm goes they can be upgraded to accept digital phone service. Your Fax will work on digital but not as reliable as with a true analog line, you usually have to lower the speed and turn off error correction, but that still doesn't make them reliable.
