How to get service for a land line

I have attempted 6 phone calls in the past week to ATT to resolve a "no dial tone" problem with my landline. Each time I am told by the bot that I will receive a call in so many minutes. In never happens. The website for obtaining a repair ticket does not work, one just gets a "access denied" page.

I know ATT wants to discontinue its landlines, but for those of us in a rural area, we are dependent on landlines for safety reasons.
