I have dial tone but CAN NOT make any calls
I have a dial tone but I CAN NOT make any calls, any idea what it can be? Also, calls are coming in but when I answer the phone I can't hear them and they can not hear me, but I can tell the call is connected.
I think all of my cables and phone are fine...

If you're talking digital phone service where your phone plugs directly into the back of the modem/gateway, reset the modem.

If you have digital services there's no harm in resetting the modem, it fixes most phone issues.

Landline phone connects with Ethernet cord to att box. I can dial out and have a dial tone. It rings twice and nothing. I can receive calls.

It might look similar to an Ethernet cord, but it's very, very unlikely to actually be an Ethernet cord. Wrong ends, wrong number of conductors in the wire, etc.
Regardless, if you haven't already done as spoom2 suggested, do that first. If that doesn't work, create another post to let us know that you tried restarting the Gateway to fix your symptoms (and please repeat them) and you still have the problem.
