Need to remove old landlines to safely remove palm tree before fire season

I need two old landlines removed before I remove a palm tree as recommended by the city.   I am no longer an AT&T customer, but managed to get a live person two days ago (at 800 288-2020), who said they would check with risk management (or some other similar entity), and would call back.   They never did.

Today I gave up that they would call back, so tried the same number again:   800 288-2020, and I could not get a live person - the computer hung up on me saying my "wireless number is with an associated company - call them."

I also tried 877-737-2478.   Same thing happened.   Could not get through.   I tried saying "not a customer",  and "line down" as suggested on another thread - the computer would not be fooled - it still hung up on me.    I'm starting to feel that they don't want to hear from me, and I'm not so bad, they might enjoy a conversation!

I guess I might try the Ventura City street department.   Perhaps they have a more direct way to contact ATT&T.

Any suggestions?

Well that's too bad.   I hope i don't have that impolite computer algorithm hang up on me again.   I know it is just a computer but it still stings!
