porting a active land line to a non att wireless carrier

I want to port my wireline to a wireless carrier. 

I'm on my second port request.

Both ATT and the new carrier have given me the run around saying the problem is not on there end. (many phone calls at this point)

is there a department/person who can work with me to find what the issue is with getting this port to go?

What's the issue? The port to company tells you what they need from you than they run with it. You shouldn't have to deal with AT&T at all. If they are asking for a PIN number and you have a traditional landline (POTS) read this topic and note there's more than one way to get the PIN depending on what region you're in, so read it carefully and follow the links.

i have been told by more than one ATT rep Land lines don't have PINs.  

I have read that link and it does nothing but muddy the whole mess.

The rep is wrong and your PIN is in the format of one of those methods. If you keep trying to get the information from AT&T, you'll keep getting the same answers. What is your port to carrier telling you they need from you?

They seem to have what they need and just keep saying is all up to ATT to release the number. 

I would just like for someone from ATT to tell me is this port going to go or is something missing

That's totally different than the PIN number. The release of the number is between AT&T and your port to carrier. If the number can't be ported than your port to carrier should say so. Not all numbers are portable. Going to add, if your port to carrier hasn't supplied AT&T with a PIN it can't be ported. Why did you call AT&T about a PIN if the port to carrier says they don't need anything further? Somethings not passing the smell test.

877-677-2384 no longer in use  told to call 800-288-2020. I have called that number multiple times, helpful, but still can't answer the simple question of what is wrong with the information I have provided. 

All I want is for someone to tell me the specific reason the ports fail.

and yes this was DSL/landline number (DSL was stopped over a year ago)

DSL can be a red flag, but if it was disconnected, then that should no longer be an issue.

You could have placed a porting block on your line.  That should be an easy issue to address by calling AT&T (as much as anything is easy with AT&T).

Your new carrier should be able to tell you why AT&T refused the port (including that the port was blocked), or that the information was wrong (bad PIN, account number didn't match phone number, dependent DSL service, etc.)
