Reporting a dead landline phone

My landline phone is dead. I have no dial tone. How do I report this to AT&T? 
The website keeps sending me to this URL: https://repair.att.com/repair/landing.do
However, that URL shows me this error message: 
The requested URL was rejected. Please consult with your administrator.
Your support ID is: 1057638784921282065

When I try to create an online account, the website says that it sent a security code to the dead phone number. How can I retrieve a security code from a dead phone line! This system is impossible to use.

Can't report a traditional landline anymore, you have to call. Say landline at the prompt

My landline is dead also. I had to call (wait time 35 minutes) for help. They tell me a technician can be out here in 6 days. 6 days???!!! Are you kidding me? We been having constant rain for the last 3 days and I'm thinking that has something to do with it. I'm in the Los Angeles area. Trying to report it via the att.com/repair just gives me an endless loop. I am so disappointed with AT&T.
