Is the pedestal in an approved easement as defined by your local government agency?
If yes, request to move, if approved, you become 100% responsible for the entire cost including trenching, wire relocation, etc… why unsure of projected cost I would estimate $10,000 or higher… if not willing to pay then things stay.
edit… different areas of country may have different rates due to local labor costs.
My estimate is based upon $20,000 to hook up someone to city sewer in our area, figured half of that.
