UTILITY EASEMENT info needed on a property in SF BAY Area

Which dept or person at AT&T can I get utility easement information for a particular parcel in Contra Costa County?

Our service at our home is out for LANDLINE.  The AT&T tech who came today says they need access to a neighbor's back yard 2 houses away.

But neighbor REFUSED ACCESSED to tech for some reason.  Hiding something probably.

But we have NO SERVICE!!

What to do???

There must be a UTILITY EASEMENT somewhere on the books from 50, 60 years ago??

Where do I find it?

This neighborhood was built out in 1950s and 1960s ... Alamo, CA.

So far, no one at AT&T has been able to help.   Call center people don't know anything about "easements", etc.

Techs cannot "confront" homeowner for probably their own safety.

please help.

Your local governing authority controls the size and placement of easements, if there's a terminal in your neighbor's yard it's probably pretty certain it's within an easement. They can't deny access to an easement after you verify the easement with the county, who usually is who controls easements, they still deny access call the police.
