Here's another detail. Our phone and internet provider, Sonic.com, uses AT&T wiring to bring their service to our building. When we have problems, we contact Sonic, and they contact AT&T. Here's the latest text that we got from Sonic:
From the notes, the repair work looks to be extensive and may not actually be at your premises. It appears they need to entirely replace a local transition box. My guess is that this is what the hold up is.
I think that "local transition box" might be red herring. Other Sonic users in our building still have service. But a few of us have been without service for 7 days and counting...

what speed internet is available?
possible two thoughts…
1) a bad card, cards contain certain number of ports, for example F, K and N cards are 48 ports.
If a card goes bad only accounts on that card would be affected, if have 4 cards in the box means 75% of possible connections are still working normally.
2) issue with wiring to the building… each line is an individual wire within a bundle, if a 50 pair cable to the building and a section has some bad connections (splice box as example with animal damage) only those accounts on those connections would be affected.
