When AT&T installer kills existing connections

When the installer hooks up new phones in our building, one or more existing user loses service. This can take over a week to fix.

Here's another detail.  Our phone and internet provider, Sonic.com, uses AT&T wiring to bring their service to our building.  When we have problems, we contact Sonic, and they contact AT&T.  Here's the latest text that we got from Sonic:

From the notes, the repair work looks to be extensive and may not actually be at your premises.
It appears they need to entirely replace a local transition box. My guess is that this is what the hold up is.

I think that "local transition box" might be red herring.  Other Sonic users in our building still have service.  But a few of us have been without service for 7 days and counting...

If you have both internet and phone service from same source with some in building having service and some not…

what speed internet is available?

possible two thoughts… 

1) a bad card, cards contain certain number of ports, for example F, K and N cards are 48 ports.

If a card goes bad only accounts on that card would be affected, if have 4 cards in the box means 75% of possible connections are still working normally.

2) issue with wiring to the building… each line is an individual wire within a bundle, if a 50 pair cable to the building and a section has some bad connections (splice box as example with animal damage) only those accounts on those connections would be affected.
