Automatic payment draft

Why/ how is it ok that AT&T will not accept my check (shows bank routing code and account number) but instead requires my debit card (giving their system access to the chip and security code) in order to qualify for a monthly auto draft?

Have you had returned checks or bank drafts in the past? That's the normal reason.

They only have access to your " chip "  if you use the card in person.   

If you've had checks returned in the past, you would not be permitted to use checking account information again

I’ve never given them a check that was returned, never missed a payment, never made a late payment. 
I was at a local AT&T store, and they asked for my debit card.

My account is more than 20 years with them.

Maybe the stores don't have the ability to add bank account information? Doesn't make sense, but nothing else does, either. 

Log into your account and update the payment method yourself.
