International travel and no service

Hello, I'm having an issue, I'm traveling in a foreigner country and I need hire the service for international coverage (AT&T international daily service or AT&T passport service). But I can't do it because I have "No Service" in my phone so I can't login in AT&T website because they require the code sent by txt message to my mobile phone with I cannot receive without service and when I try to call (from a local number) the number provided for help (800.288.2020), it does't work. What can I do? I really need to use my phone. Thank you.
