6700$ International bill

My father has a business account with Att. He has added my step mother , and my adult special needs sister. My sister was born very prematurely, and has severe brain development issues. Because of that, she can get taken advantage of by scammers, or get herself in some pretty sticky situations that most people would never. Fast forward to today, and my dad’s account gets shut off due to an outstanding balance of 6700 dollars. My sister was making international calls to Nigeria for the last month, being preyed upon by a scammer and had no clue of the consequences of that. My dad’s back was against the wall to get his business account turned back on, so he paid the bill. My question is, is there anything that can be done to help him out? Split the bill, waive the fee’s, something? It’s crazy to me that never having a bill over 400 dollars with att the last twenty years, that att wouldn’t send some kind of heads up or warning to my dad about the bill that was going to be coming his way. I know they send out messages when you are using a lot of data, but they don’t send any messages out saying “hey , all the sudden your bill is going up thousands of dollars , you might need to look into this.” I’m just looking for some kind of direction or help that I can send my dad’s way to help with this situation. Thanks .

There are a options 

1.  Prepaid service where everything has to be paid before it can be used 

2.  A phone that's been set up with parental controls.

Prepaid service cannot use any service without it being paid for first. She will have no ability to pay for or add-on long distance services, So she would not be able to make calls anywhere that would cost extra.  She will however be able to text to non-US numbers for free.  Most of the current plans also include free called Canada and Mexico. So it's not a perfect solution, but it would exclude Europe Asia and Africa.

Apple has fantastic parental controls.   Look into those 

There are also several phones that are marketed specifically aimed at parents who have young children and don't want them to have access to a lot of harmful applications, and want to be able to limit the number of contacts they are able to access.  

Gabb, Bark, Cyber dive for example.  

Some of these require that you purchase their service. But the point of their service is for it to be limited and safe.

Since Dad is already paid the over $6,000 bill, it's unlikely AT&T is going to do anything. But calling and asking couldn't have hurt. AT&T will often rewrite a bill as soon as it is received but not yet paid and add the international long distance add-on which is $15 a month. It has to be added to each line that makes long distance phone calls and reduces but does not eliminate all of the cost. So instead of being $3 a minute it might be 30 cents a minute. I don't know that they're going to do that after the fact.
