Sorry, you don't. That plan isn't available to get anymore. He got to keep it as long as he wanted, but he left it in the old account.

Also, does the 50% off on the plans apply to the lines individually or as a group. That is, if there are 4 lines on the account does the discount apply at the rate of $50.99 for each line or the $85.99 (the cost of each line individually)?

The 50% off discount applies to the full price of four lines. If I remember you don't get the auto pay and paperless discount. You only get the 50% off.
The price per line for four lines without the autopay and paperless billing discount is $60.99. 60.99 * 4 = 243.96
Less 50% = 121.98
