Getting billed for phone line I never had

ATT Sent me a "replacement phone" when they killed 3g or whatever, I never ordered or used the phone and even called ATT to return and they said it was to replace a non lte or whatever device I used to have.

Months later I realized that ATT added a line of service for the junk phone. ( I have 7 lines)  I spent hours on the phone with support and they said they would credit me 3 months of the over billing... I got this escalated, but they never called me back.. a few months later noticed still getting billed.  ATT refuses to take line off the account nor refund any $$$ for a line / number that has NEVER BEEN USED this has been going on for 2 years. I am at my wits end and have started contacting the state attorney general as this is Fraud to be billed for something you did not order nor have ever used.  Again I have 7 lines of service, but ATT support has no desire to get this resolved, it is too complex so they eventually just say someone will call back or mysteriously loose connection, I wish at my job when things got hard I could just hang up...

You call AT&T to cancel the line.

As with most companies they expect to be notified in a reasonable time of any billing disputes. Typically that is 60-90 days for many, certainly not "months" later. At 2 years you may be out of luck.

Last option is to file a BBB complaint. Those get forwarded to upper management and normally result in someone from their Office of the President contacting you. Not a guarantee it resolves in your favor, but that is as high up as we consumers can go.

I have been contacting them sever times several hours on the phone they say they will cancel the NEVER do then several more hours on the phone. I have a job, I cant spend endless hours chasing them for what they said they will do.  I get the reasonable timeframe, but they are not reasonable and they seem to intentionally string me along and not cancel the line because I cant cancel all of my other contracts, this is most definitely fraud and I am sure will end up as part of a (Edited per community guidelines) (Edited per community guidelines) at some point....

At&T sent out phones in 2021 and 2022 for people who had 3G phones still active on the network. They didn't add new lines. So you had this line already.

I don't know why you're having trouble getting someone to cancel the line. It says simple as calling AT&T, when you get the automated phone tree you say "cancel"

And your call is automatically forwarded to the loyalty department. You then provide them with the information they need to verify that you have account ownership, and the phone number that you want canceled.

They then send you a verification email telling you that phone number xxx-xxx-xxxx is canceled as of the end of your billing cycle

Have you gone through this process before and received a confirmation email stating that your line is canceled? If that hasn't happened, then the line has not been canceled.

Fyi, suspension is not the same as cancellation. Suspension does not remove billing
