I don't know what you're doing, but unlocking a phone does not incur a fee if the phone is eligible to be unlocked.
If you want to pay that's up to you but that has nothing to do with AT&T.
And there's no guarantee it's going to work either. The phone has to be paid off, not blacklisted, or AT&T won't unlock it and no payment service is going to be able to bypass that

That’s not an AT&T website. It’s some third party unlocking website that AT&T has nothing to do with, and may not even work.

To unlock an AT&T phone you do so through their unlock portal. A 3rd party site offering to do so for a fee sounds like a scam.
Don't know what was meant by "entrance to interface".
